2004 National Criminal History Improvement Program Grants

Approximately $30 million awarded to the states.

The National Criminal History Improvement Program (NCHIP) is a grant program funded under the Crime Identification and Technology Act of 1998 and designed designed to ensure that accurate records are available for use in law enforcement. Funds distribution is based upon need rather than population or other formula-based methodology. The grant has a 10 percent match requirement.

The program priorities for 2004 are:
  • Participation in the National Instant Criminal Background Check System (NICS) and the Interstate Identification Index.
  • Support for court automation and interfaces with state repositories.
  • Support inclusion of mental health records in background check systems.
  • Facilitate NICS checks by providing records to a denied person's file and addressing "open arrests" in older records.
  • Establishment and upgrading of protection order files.
  • Improvement of national security standards.
  • Participation in the Interstate Crime Control and Privacy Compact.
  • Implement new record-keeping requirements for checks conducted by NICS.
