The light-hearted wintertime activity known as sledding will be prohibited at all but two of the 50 public parks in Dubuque, Iowa. The city is banning the activity after multi-million dollar lawsuit payouts in Omaha, Neb., and Sioux City, Iowa, both of which involved cases of sledders who became paralyzed for life.
