The QR code printed on each parking ticket is a link to the YouTube video for pop star Rick Astley’s 1987 hit "Never Gonna Give You Up."
"It was kind of surprising to go to a link for a YouTube video, and then when I went, it was featuring some rock star that I didn't know," city Transportation Director Putnam Ken Putnam told the news outlet.
If caught, officials said the most serious charge they could levy against the perpetrator is littering.
