Answer: It would require open access to federally funded research.

The Fair Access to Science and Technology Research Act (FASTR), which was recently passed out of a major Senate committee, would require every federal agency that spends more than $100 million on research grants to adopt an open access policy. The Electronic Frontier Foundation supports the bill as a first step toward increasing government transparency and making good on the name of publicly funded research.
