How much did the TSA pay for an app that a beginning-level coder could have created?

Sixteen months after submitting a FOIA request to the TSA for information regarding the "TSA Randomizer" iPad app, developer Kevin Burke got his answer: The TSA forked over $336,413 to IBM for an app that agents tap on the iPad, and a large arrow points right or left. Passengers follow that arrow into a given lane (and as the video below shows, sometimes the agent also points, just in case the large arrow wasn't clear enough).

As Geek.com noted, "when someone starts learning how to code, one of the first things they create is a program that generates and outputs random numbers. In most cases it’s an incredibly simple program to make because your programming language of choice has a randomizing function available to use."
