How does one London borough intend to bust people who don’t pick up after their dogs?

Answer: DNA

The London borough of Barking and Dagenham recently announced they will enter a pilot project with private-sector partner BioPet Vet Lab, a U.S.-based bioinformatics company. Dog owners visiting the borough’s 27 parks will be required to register their animal’s DNA over the next year. Found feces will then be compared against the database, and those found guilty of not picking up after their animals will be fined the equivalent of $123.
