While the UN's resolution is non-binding, it provides the world a snapshot of where each country stands on issues like freedom of expression.
While some voted against certain verbiage in the resolution, there are others, like Turkey, that voted for the resolution, despite being fairly dictatorial when it comes to open access, as the nation blocks access to social media and political content, and sometimes places political dissenters under criminal charges. While false positives like Turkey throw the UN's intention into question, announcements and new laws from other countries may follow in the spirit of the resolution in the coming months.
