In a 5-1 vote, the Timmonsville, S.C., Town Council approved an ordinance that bans people from intentionally sagging their pants so that undergarments are visible. The new regulation also bans public nudity and the public display of pornographic material.

Penalties for disobedience include a verbal warning upon first offense, placement on a registry for repeat offenders upon second offense, and three strikes can incur a fine between $100 and $600.

"It's about time that someone does something," April McKee Biddle told USA Today. "It is indecent. My 8-year-olds have pointed out to me men with their belt buckles right over their privates. That, in my eyes, is very near exposure."

The town of 2,300 isn't the first to pass such an ordinance: Ocala, Fla., passed a similar rule that was repealed after the National Association for the Advancement of Colored People threatened legal action.
