According to one report, Hawaii’s legacy systems have resulted in more than $1 million in overpayments to state employees and vendors. Using manual processes reportedly developed in the 1950s, the system leaves clerks open to frequent errors. To compound matters, the systems are expensive and difficult to maintain as fewer employees know how to care for the aging technology with each passing year.
