The populace of which American city is being watched from the sky by an airplane with high-definition cameras?

A new report issued by Bloomberg Businessweek revealed that the Baltimore Police Department has been secretly monitoring its streets via a military technology known as an Intelligence Surveillance and Reconnaissance (ISR) platform. This is essentially a Cessna plane equipped with several super high-definition wide-angle cameras that patrols the city from above and relays real-time data to analysts on the ground. The information can be used to track suspects in real time or to use the recording to work backward and figure out who might be responsible for given crime.
