Answer: the lights of Telefonplan tower

A permanent light installation in Stockholm's Telefonplan tower can be controlled by anyone on the street.

The color of light projected through the top windows of the tower can be adjusted via a free smartphone app — or users without smartphones can call a toll-free number and set the color by keypad.

The lights can be seen from around the southern part of the city or via a webcam from anywhere in the world. The installation, called Colour By Numbers, was created by artist Erik Krikortz, designer Loove Broms and architect Milo Lavén.
