In windy Texas, wind farms are producing surplus energy, leading some utilities to give electricity away at night. After 9 p.m., TXU Energy begins offering free electricity, while daytime rates are higher than usual. The company is trying to change consumer behavior to not use electricity when demand is highest and flip their devices on when demand is low.
