California Secretary of State Kevin Shelley will work with Calvoter the state's current database of voters, and will shelve a $40 million project to build a new one. According to the San Francisco Chronicle, Shelley previously said that Calvoter could not meet federal Help America Vote Act (HAVA) standards and needed to be replaced.
A report by the California State Auditor said that "insufficient planning and poor management practices" were hampering Shelley's efforts to implement HAVA by the Jan. 1, 2006 deadline. The report also said Shelley's office failed to disburse federal HAVA funds to counties for the replacement of outdated voting machines within the time frames outlined in its grant application package and county agreements, causing some counties to lose interest income they could have used in replacing their voting systems.
