Florida to Strengthen Citizens' Security and Privacy

Budget provides funding for innovative technology projects

TALLAHASSEE, Fla. -- Last Friday, Gov. Jeb Bush signed the state's budget, providing funding to assist in protecting the security and privacy of Florida's citizens. The 2004-2005 budget also provides funding for the state's Internet portal.

The state's budget provides $31.9 million in funding for ongoing technology projects for Florida. The State Technology Office (STO) was provided continuation funding for the Office of Information Security (OIS). Established in 2001, the OIS is responsible for the training of state agency personnel and the security of the state's computer network. The OIS also conducts audits of all executive, legislative and judicial agencies to identify information security risks. The STO also received $14.9 million for new domestic security initiatives, including the standardization of radio equipment in state and local command posts and the build-out of mutual aid infrastructure in Florida's 67 counties.

In addition to the security funding, the budget also provides funding to continue the Statewide Law Enforcement Radio System (SLERS) project. The SLERS project provides state law enforcement officers with a shared radio system, enabling communications between officers for routine operations and emergencies. This digital system serves more than 6,500 users with over 14,000 radios in patrol cars, boats, motorcycles and aircraft wherever they are in the state.

To protect citizens' privacy, the STO received funding for the coordination of Florida's compliance with the federal Health Insurance Portability and Accountability Act. This act was established to protect the security and privacy of citizens' health-care information by setting standards regarding its use and disclosure.
