Govineer Buys Utility Billing Tech Supplier TrueBill

Govineer will add to its lineup proprietary water utility and irrigation management software from TrueBill, formerly part of GovPath. Govineer serves more than 2,000 local governments across the U.S.

Govineer Solutions is getting bigger.

The Utah-based seller of enterprise resource planning software to small- and mid-sized local governments says it has bought utility billing company TrueBill Solutions.

Terms were not disclosed.

Twenty-year-old TrueBill was a division of Texas-based GovPath and went by the name TruePoint Solutions. GovPath sells software to local governments for permitting, license, water management and other tasks.

The deal gives Govineer ownership of TrueBill’s proprietary water utility and irrigation management software, according to a statement. Clients include cities, special districts and water districts. Payments and utility billing represent areas of potential gov tech growth in 2026.

Streamlined billing, better compliance and improved resident satisfaction — those are among the benefits Govineer expects from this acquisition, according to the statement. TrueBill software will keep its branding, with the division’s staff now working for Govineer.

“They’ve built a great product with robust functionality, a strong reputation for client support and deep domain expertise developed over decades serving local governments,” Mike Fabrizio, co-CEO of Govineer, said in the statement. “We believe Govineer can be a great partner as we invest in the platform and continue delivering value to customers.”

‍Govineer has more than 2,000 clients across 40 states. The company, backed by private equity, resulted from the combination of three other firms in 2024.
