Emergency management agencies, fire and police departments, port authorities and training academies can apply to procure what the company describes as the most efficient and effective incident command training available today. ADMS is an interactive virtual reality-based team training system that provides emergency responders an opportunity to develop skills in the four C's: Command, Control, Coordination and Communication.
ADMS training exercises are customized to match specific training objectives, local procedures, facilities, assets and personnel. ADMS trains to the National Incident Management System (NIMS) standards for incident management protocols and procedures for effective collaboration between federal, state and local response teams at all levels of NIMS response requirements, from management and control to all the on-scene requirements. ETC will also offer assistance in preparing grant applications.

FY2007 Homeland Security Grant Program (HSGP)

The DHS released fiscal year 2007 grant guidance and application kits for five grant programs that will total roughly $1.7 billion in funding for state and local counterterrorism efforts. With the fiscal year 2007 funding, the department will have invested nearly $20 billion in local planning, organization, equipment, training, and exercises.
The FY2007 Homeland Security Grant Program (HSGP) integrates the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI) program, the Law Enforcement Terrorism Prevention Program (LETPP), the Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP). HSGP supports efforts to build and sustain capabilities to achieve the Interim National Preparedness Goal (the Goal) and implement State and Urban Area Homeland Security Strategies. FY2007 Infrastructure Protection Program (IPP)

The DHS has released fiscal year 2007 grant guidance and application kits for five grant programs that will total roughly $445 million in funding for state, local and private industry infrastructure protection initiatives. These five programs comprise the FY2007 Infrastructure Protection Program (IPP), which to date have provided more than $1.5 billion in grants to strengthen security at critical facilities ranging from chemical plants to mass transit systems and seaports.
