The International Telecommunication Union (ITU), the United Nations specialized agency for telecommunications, and infoDev, a multi-donor program focusing on information and communication technologies (ICT) for development, today launched the second module of their collaborative online ICT Regulation Toolkit, the Legal and Institutional Framework.
