"X" it turns out doesn't have a very good reputation and no emergency management experience. So, is the rumor true? Who knows--I just hope that whoever is appointed to all the FEMA Regional Director positions are people not just with political connections, but actual experience in the field. Having someone with local and state experience would be ideal, since there would be some sense of reality when it comes to trying to assist state and local emergency programs and staff.
I'll really be disappointed if X turns out to be true. I'm hoping for better results from the new administration.
