Grants management is not an easy thing to do. While the administrative costs have been capped by FEMA/DHS most agencies expend resources way beyond those totals. Perhaps the new Non-disaster Grants Management System that is being rolled out will help simplify or at least provide commonality between the various grant funding streams when it comes to administering the grants. This coming fall, the Federal Emergency Management Agency (FEMA) will begin to use the Non-Disaster Grants Management System (ND Grants) for all Fiscal Year (FY) 2011 Preparedness grants. ND Grants is a web-based system intended to provide FEMA and its stakeholders with a system that supports grants management functions.

ND Grants was originally slated to roll out in FY10. However, budget cuts resulted in an insufficient number of necessary resources being available to support the system and its users for FY10. Over the past year, the Systems and Business Support Branch (Systems Branch) continued to test new functionality and improve ND Grants for this eventual roll out in FY11. ND Grants contains functionality that will move FEMA a step towards full automation of grants management processes.

ND Grants System Functionality

ND Grants includes all the functionality of the U.S. Department of Justice (DOJ) Office of Justice Programs (OJP) Grants Management System (GMS) and offers new funtionality. To date, ND Grants has the functionality from application submission through award package/creation, as well as deobligations and amendments.

1. What happened to the ND Grants account that I set-up last year? If you initialized your ND Grants account last year, your ND Grants access remained active throughout FY 2010 and will continue to be active in FY 2011. Users already registered will not need to re-register this year.

2. Will you offer training on ND Grants? Virtual and in-person training will soon be available. Everyone will have an opportunity to participate in the trainings whether or not you took ND Grants training last year.

3. How do I find out more information about the ND Grants roll out? Please send any questions to the Systems Branch at GMD-Systems-Branch@fema.gov.
