The drone had to be of sufficient quality and expense for the operator and the distance to be flown far enough way to keep the operator safe (or not). Daredevils do all sorts of stupid things. Those that survive have a video of their accomplishments — those that don't, perhaps have a friend who filmed them.
Any big emergency or disaster these days will have drones flying. Watch any nightly news programs and with a disaster there will be drone footage included. Hopefully, the use of drones by governments and their agencies is being permitted more today than in the immediate past.
