President Trump Declared a National Emergency for COVID-19

What does that do to help states and local jurisdictions?

On Friday, March 13, the president declared a National Emergency. It was mentioned that it will free up $50B in federal funds to help states and local jurisdictions. I can see the governors asking for funding to reimburse states for the purchase of equipment and personal protective equipment (PPE) for medical personnel that is being purchased off the commercial market. Overtime pay is also covered in a disaster, but not regular time for government employees. States might also contract with different organizations to help them with the emergency response, and those expenses could be reimbursed. 

There are not enough cops and firefighters, so they would be prime candidates for overtime.
