I’ve also seen organizations frozen by what I’ll call worry or fear about what might happen.  The potential negatives of a situation “freeze frames” them into non-action.  Instead of moving forward with solution based options, each new idea that is tossed out is shot down by the worry of this or that happening if one takes a particular tact towards a problem.

 

It is OK to be concerned.  I tell people looking for work and researching an agency or company to try to find out what their problems are.  Then present yourself as a problem solver for what they are dealing with.  Everyone has problems…our individual and collective roles are to be problem solvers.  Change the worry into only a concern and take action.  Right or wrong, doing nothing is rarely effective to changing the circumstances that are troubling you.
