"It depends on how much snow melt we get because that's a whole other player in this. The rain is going to be impressive, but it just depends on how warm these systems are and how much snowmelt we get."

"Without a doubt," said Art Martynuska, Cambria County Emergency Management Agency coordinator. "I don't know the exact route, but if it was on the main line some of that stuff would have come right through Johnstown."

Following rare blizzard warnings in Southern California counties, plus snowfall at unusually low levels, Interstate 5 has been closed in both directions over the Grapevine.

The National Weather Service office in San Diego issued its first-ever blizzard warning for the San Bernardino County mountains after similar warnings for Los Angeles and Ventura counties earlier this week.

Heavy rain and wind gusts up to 50 mph are expected on Thursday with an atmospheric river system moving through Southern California over the weekend and into next week.

In Southern California, the National Weather Service issued a high wind warning for some areas Tuesday night with 30- to 40-mph winds and gusts topping 60 mph.
