Description: Department of Administrative and Financial Services Bureau of Information Services Budget and Financial Management System (Bfms) Proposal for Specialized Contract IT Services This Request for Proposal is for the purpose of procuring specialized hourly rate IT contract services to assist in the completion of a new Budget and Financial Management System (Bfms). The State will select one vendor to provide these resources for this project. Because resources will fluctuate during the completion of the Bfms, the contract awarded will be for a not to exceed' cost based on the hourly rates of the expected resources and will be drawn down according to actual resource use. Proposals sealed in envelopes plainly marked with the vendors name and address, and labeled Proposal for A Budget and Financial Management System' will be received by: Division of Purchases, Burton M. Cross Office Building, 9 State House Station, Augusta, Maine 04333-0009 until 2 P.M., 6/11/2002, local date/time. Bids received after the date and time specified will not be considered. Do not deliver your proposal to the Bureau of Information Services. only proposals delivered to the Division of Purchases at the address above will be considered. The Bureau of Information Services reserves the right to waive all formalities and reject any and all bids. Proposals shall be made in the format described in this Request for Proposal and be made on the letterhead of the Bidder. There is no Bidders conference for this RFP. Mandatory Skills The vendor must demonstrate that the staff to be provided has sufficient knowledge in the following areas: 1. Knowledge of government budget preparation process. 2. Technical experience with the Affinity Global Solutions (formally Legacy Solutions) Bars (Budget Analysis and Reporting System) budget preparation software. 3. Development experience in PowerBuilder version 7.0 or 8.0. 4. Development experience in Oracle Dbms version 8i or 9i. Vendors who are not able to provide at least three (3) staff, at proposal submission time, who meet the four (4) mandatory skills detailed above will not be considered for award.
