The county announced his appointment alongside several others.
“These dedicated public servants bring a wealth of experience and passion to put to work on behalf of the residents and communities of Baltimore County,” said Baltimore County Executive Johnny Olszewski said in the announcement. “With the addition of these talented leadership team members, we will continue making Baltimore County’s government more open, accountable and accessible.”
At the Enoch Pratt Free Library, Fried oversaw the organization’s digital equity and operational and strategic technology work, according to the library. That included efforts related to data and privacy, digital navigation, engineering teams, technology training and user support. He also oversaw the library’s statewide SAILOR technology project, which provides broadband Internet to public libraries, schools and local governments and gives library users access to research databases.
Prior to his library work, Fried was CIO of the Baltimore City Health Department where he “oversaw the technical infrastructure of the agency and worked to position Baltimore City as a leader in public health and health-care information technology,” the city said in its announcement. According to Pratt Library, Fried’s work with the Health Department included leading the technology side of the city’s response to the COVID-19 pandemic, implementing a data warehouse and analytics program for the Health Department, modernizing Health Department systems and creating a civic innovation program to engage startups in tackling challenges facing the city.
