New York-based Libera, in business for more than three decades, supplies case management software to public agencies along with other customers.
The company bought Denver-based CiviCore — whose clients include courts, law enforcement, schools and health and human services operations — after it was divested by Neon One, according to a statement.
Neon One bought CiviCore in late 2018.
Libera is a portfolio company of Tideshift Capital Group.
CiviCore’s technology will “help fortify” the Libera inFormed platform, according to Libera CEO Mike Wons, the former chief technology officer of Illinois, in the statement.
“CiviCore will enable Libera to continue its journey of providing the industry’s best, most modern case management solutions platform with a laser focus on successful outcomes for state and local government agencies and those that interact with the agencies.”
Less than a year ago, still pretty new to the job, Wons talked to Government Technology about how his priorities for Libera included technology development and more use of data and artificial intelligence.
The company works to “leverage AI to improve workflow,” Wons said at the time. “Case management is one of the top gaps in government that has not been modernized.”
The acquisition of CiviCore stands as part of a “broader strategy” with Tideshift, according to the statement.
The two businesses are working to “broaden [Libera’s] service offerings across verticals for state agencies and departments, municipalities and nonprofits across the United States and Canada.”
“CiviCore is a strong strategic fit for Libera,” said Himanshu Gandhi, managing partner at Tideshift, in the statement. “As states and municipalities begin to invest in automated workflows, staff efficiency and data initiatives, Libera’s unmatched ability to deploy case management solutions, analytics and AI is of ever-increasing value.”
