The self-service portal allows residents to securely submit applications and supporting documents for a range of Economic and Family Services programs, including Medicaid, Food and Nutrition Services, Work First, subsidized childcare, and energy and emergency assistance.
County officials say the tool is part of DSS’ broader “Meet You Where You Are” initiative, aimed at making services more accessible and convenient.
“At home, at work, in the car or at a nearby library, residents now have more flexible ways to connect with support,” said DSS Deputy Director Thomas Mitchell.
The portal, available online, enables users to upload documents or submit photos directly from their devices. Since its launch about a month ago, officials say it has already begun improving access to services.
While in-person visits remain available, Mitchell said most needs can now be handled remotely.
“The portal lets clients quickly send documents by taking a photo or uploading them directly from their device,” he said. “We can now handle most needs remotely by phone or through a Teams meeting.”
Residents can also call DSS to schedule a virtual appointment via Microsoft Teams or to speak directly with staff, including for reporting suspected abuse or neglect involving children or adults.
The new tool builds on DSSi, an in-house document management system launched in July 2025. By replacing a previous vendor-based system, the county has gained flexibility to make updates more quickly and at a lower cost.
Officials estimate the change is saving about $150,000 annually while streamlining workflows for staff. The system processes an average of 4,500 cases each month, with peaks exceeding 6,000 during high-demand periods.
County leaders say the effort reflects a broader push to integrate services under Cabarrus County’s Consolidated Human Services Agency model, which brings together social services, behavioral health, child support, transportation and veterans services.
The collaborative approach allows departments to work more closely and makes services easier for residents to navigate, officials said.
DSS also partners with Cabarrus Health Alliance and other local organizations to provide more comprehensive support.
