ESRI is a quality organization with a ton of resources. So, while I have not seen a copy of the
Handbook for government officials on all things GIS I expect that it is extremely well done and would be a good resource for you and for your elected officials.
If you are not currently using GIS in some capacity this might give you some ideas on how to integrate the technology into your emergency management program. And, if not GIS then Google Maps or some other provider of mapping technology.
Remember tech is here to stay!
