Former Kansas CITO Phil Wittmer Named CIO of Virginia

Gov. Glenn Youngkin has selected former Kansas CITO Phil Wittmer to serve as the new CIO of the Virginia Information Technologies Agency. The announcement came Friday with a series of other administration appointments.

Virginia Gov. Glenn Youngkin announced the selection of former Kansas IT chief Phil Wittmer as the new CIO for the Virginia Information Technologies Agency (VITA).

He will fill the role previously held by Nelson Moe, who stepped down this month after six years in the position.

In addition to over 20 years of private-sector IT experience, Wittmer served as the chief information technology officer (CITO) of Kansas from July 2015 through February 2018. He resigned after Gov. Jeffrey Colyer was sworn in.

After his time with the state of Kansas, he shifted back to the private sector, working with Ensono as public sector adviser. According to his LinkedIn page, he followed that experience with another private-sector role with RSM US LLP.

“This group of talented individuals will help me build on our Day One initiatives to restore excellence in education, make our communities safer, and open Virginia for business,” said Youngkin in the announcement.
