Indiana Creates Chief Relationship, Delivery Officer Role

The state’s former Deputy Chief Technology Officer Chris Henderson returns to the Indiana Office of Technology in the new position, which is focused on service delivery and modernization.

The Indiana Office of Technology (IOT) is adding a new layer to its leadership structure, appointing Chris Henderson as its first-ever chief relationship and delivery officer.

In the new role, Henderson will partner directly with state agencies as IOT works to elevate the platform and services it delivers to constituents, according to Indiana CIO Warren Lenard.

The appointment follows another recent C-suite change. Lenard became state CIO and IOT head in late March 2025, joining the then-new Gov. Mike Braun administration.

As chief relationship and delivery officer, Henderson “will play a vital role in partnering with his peer CXO members of the IOT senior management team in advancing all of our strategic pillars, especially in the area of accelerating modernization and cloud enablement,” Lenard told Government Technology.

Henderson began his new position this week, marking a return to the state where he had served in several leadership capacities. He was CIO for the Indiana Department of Workforce Development from September 2022-January 2025, overseeing technology strategy and operations. Earlier still, he served as deputy chief technology officer and director of enterprise architecture and relationship management for IOT.

Before rejoining state government, however, Henderson spent more than a year in the private sector at RSM US LLP, where he was director of state and local government consulting.

Lenard mentioned Henderson’s background in his comments, indicating he “brings a wealth of knowledge and experience to an already high-caliber and talented group.”

Henderson framed the transition as a return to familiar ground in a LinkedIn post yesterday, confirming that he has “boomeranged” back to the state and calling it a “great first day back in public service.”
