Biggs, who has worked as interim CIO dating to late last year, is a veteran public servant who served as Topeka's deputy director of information technology over infrastructure and data management since April 2023. Before that, she was with the Kansas Lottery for nine years, last serving as an internal auditor. She also held a tech position with the Kansas Board of Regents, working in data, business intelligence and reporting.
"With a data-centric career spanning several decades, Patricia has significant experience in university academia, private consulting, and public service," the city wrote in a statement.
Biggs replaces Randi Stahl in Topeka's CIO role. Stahl held the job from February 2023 until her departure in November.
The city's operating budget shows that the Topeka Information Technology Department has about 25 full-time employees, spread across three divisions. Current goals listed in that document include completing an Americans with Disabilities Act website study, working on the deployment of a new permitting and licensing model, and completing the first two phases of an enterprise resource planning system.
