Rock Solid Acquires PrimeGov as Virtual Meetings Gain Steam

PrimeGov offers tools to manage public meetings, including livestreaming and managing audience participation. That kind of tech has been in high demand during the pandemic, and now the company is being acquired.

Rock Solid Technology, a long-time tech vendor that provides software such as citizen engagement and ERP to government, is acquiring fellow gov tech company PrimeGov — and it’s getting a new CEO in the process.

PrimeGov’s focus is on technology for public meetings, including tools for automating agenda creation, holding virtual meetings and managing public participation. Both PrimeGov and Rock Solid are on the 2021 GovTech 100 list.

Virtual meetings suddenly became very important to local governments last year when the COVID-19 pandemic led to lockdowns and measures in every facet of society to limit in-person interaction. Many gov tech companies that help move in-person interactions to digital spaces have found themselves in high demand.

In a press release, Rick Brown — the former CEO of Rock Solid, now chairman of the company’s board — said Rock Solid’s technology can help hook up government data to public meetings through PrimeGov’s software.

“PrimeGov has played an important role in helping local governments with their public decision-making processes,” Brown said. “The natural combination of our two companies creates a solution the market is demanding — a deeply integrated citizen engagement platform that unifies the power of public meeting participation and agenda management with transparent and actionable data from cross-city departments.”

Tom Spengler, executive chairman for PrimeGov, will be taking over as Rock Solid’s CEO. Spengler has a long history in gov tech, having co-founded Granicus in 1999. He also sits on the boards of other tech companies such as Propylon and Ascendify.

Rock Solid is owned by the private equity firm Strattam Capital, which took a majority stake in early 2019. In April that year, Rock Solid merged with CitySourced.
