Indiana DOE Partnership to Expand STEM, Digital Learning Tools

With $40 million from a private foundation and $35 million in state funding, a new initiative in Indiana will support a statewide analysis of STEM competency and new digital resources, among other things.

(TNS) — The Indiana Department of Education and Lilly Endowment are partnering in a major public–private investment of nearly $75 million to advance Indiana’s statewide education priorities.

The initiative includes $40 million from Lilly Endowment and $35 million in state funding to accelerate literacy, expand high-quality summer learning, strengthen STEM pathways, modernize and expand career advising, and sustain critical digital learning tools for Hoosier students, according to an IDOE news release.

“This funding will yield tremendous value for Hoosier students, educators, and families,” said Katie Jenner, Indiana secretary of education. “It will help our efforts to ensure that every child — no matter their ZIP code — has access to the high-quality learning opportunities that set them up for future success.”

Funds will be used as follows:

  • K-5 Literacy Cadre expansion — $10 million. Lilly Endowment’s continued investment in evidenced-based reading instruction, aligned with Science of Reading principles, will help Indiana build upon recent success by expanding Indiana’s K-5 Literacy Cadre to additional elementary schools.
  • Adolescent literacy: outcomes-based contracting — $5 million, will support IDOE’s efforts to improve reading skills for students in grades 6–8 who are struggling to read.
  • Science, Technology, Engineering, and Mathematics Landscape Analysis — $1 million. Funds will support the implementation of a statewide STEM Landscape Analysis to assess current assets and gaps in STEM education and develop recommendations for improving STEM education in Indiana.
  • Career advising study — $500,000. Funds will support an evaluation of career advising in the state and the design of next-generation tools.
  • Summer Learning Labs Expansion — $15 million, will be used to strengthen the statewide infrastructure of the Summer Learning Labs network to improve student learning outcomes.
  • Indiana Learns — $5 million. This will support the continued investment in Indiana Learns, a statewide micro-grant program providing families with access to high-quality tutoring and enrichment to support student improvement in reading and math.
  • INSPIRE Statewide Digital Library — $2 million, will allow the Indiana State Library to sustain INSPIRE. It provides key digital resources, including academic databases, language learning tools, and workforce preparation modules.
  • Indiana Department of Education infrastructure — $1.5 million, to strengthen statewide implementation of these initiatives.

The state will provide $35 million from the Freedom and Opportunity Fund as follows:

  • Elementary literacy – $10 million.
  • Adolescent literacy outcomes-based contracting — $1.5 million.
  • Summer Learning Labs — $14.5 million.
  • Indiana Learns — $9 million.
