Changes in technology leadership are underway in El Paso, Texas, one of the state’s most populous western cities.

City IT Director Araceli Guerra has been promoted to deputy city manager; Deputy CIO Carolyn Patrick has been named interim IT director.

Guerra’s promotion to deputy city manager is the result of 18 years with the city, having served the last five as IT director.

She first joined the city as an IT analyst in 2006. By the end of 2013, Guerra had worked her way up to assistant IT director, then director after nearly seven years.

Patrick assumed the interim role at the beginning of February. She has 12 years of service to El Paso under her belt, the last two of which have been as deputy CIO.

Patrick holds a bachelor’s in computer information systems from the University of Texas at El Paso and a master’s in computer information resources from Webster University.

The city is actively recruiting for the CIO position. According to a job listing, the desired candidate will “coordinate the city's diverse information technology functions and serve as principal expert advisor regarding operations, services, strategies and resources.”

The annual salary range listed for this position is $150,000-$175,000.
