Indianapolis-Marion County CIO to Depart for Private Sector

CIO Collin Hill has been in place since January 2023. Kate Kotan, who is now chief digital officer, is slated to assume the role of interim CIO, pending approval by the IT Board later this month.

Collin Hill, CIO for the Information Services Agency (ISA) serving the city of Indianapolis and Marion County, will leave his position at the end of May, and his interim successor has already been identified.

Hill confirmed to Government Technology via email that his last day will be May 31, and Kate Kotan will step in as interim CIO June 1. That’s pending IT Board approval of a resolution April 28, formally naming her as interim. Hill gave some indication of his next step and said he is moving on to a “private-sector opportunity.”

The outgoing CIO has served in multiple ISA leadership roles since joining the agency in November 2018 as application services manager. Before becoming CIO in January 2023, he served as chief technology officer from October 2021-December 2022.

Before joining the consolidated city-county, Hill was manager of application development for Indiana University Indianapolis.

Kotan is currently chief digital officer at ISA, a position she has held since November 2024. Previously, in her more than five years with the agency, she was application services manager for two years and, before that, served as constituent digital experience manager, according to LinkedIn.

No additional details have been provided regarding the selection or recruitment of a permanent CIO.
