Louisiana Gov. Jeff Landry’s office on Wednesday announced the appointment of Evelina Broussard as CIO for the Office of Technology Services (OTS), marking what is likely her entry into public-sector IT after nearly three decades as a manager of information technology with Atmos.
“I have no doubt that Evelina will work tirelessly to make sure that Louisiana’s programs are well-structured and highly effective,” Landry said in a statement. The governor’s office did not respond to requests for comment.
Broussard, a lifelong Louisiana resident said she shares a purpose with her new colleagues.
“We all have the same goal, and that is to make this state as safe and efficient as possible,” she said in a statement. “We are all one team. OTS is here to support our state agencies. I look forward to working and growing with each and every one of you.”
OTS operates with an estimated budget of $740.9 million to serve the state’s 4.65 million residents, according to Industry Navigator.*
Broussard’s career with gas distributor Atmos spanned 28 years, according to a news release. The energy firm is headquartered in Dallas and has customers in eight states, including about 378,000 in Louisiana. As the Louisiana division’s manager of IT, she had oversight for end-user technology, telecommunications, IT department finances, program rollouts and project management.
Former state CIO Derek Williams signaled his move to Dell Technologies via LinkedIn earlier this week.
Williams had been in the CIO position since January 2024, but had been with the state nearly two decades. His predecessor Dickie Howze served 11 years — making him the second-longest-serving state CIO in 2023. During that time, Louisiana consolidated its federated IT model; and since, OTS leadership has pushed forward on modernizations and implementations that included a virtual ID for Disaster Supplemental Nutrition Assistance Program applicants and the Louisiana Checkbook website.
Broussard is a native of Louisiana’s St. Martin Parish, and has been the Atmos Energy representative for the Louisiana Research and Development Consortium since 2016. She holds a bachelor’s degree in electrical engineering and a master’s degree in business administration from the University of Louisiana at Lafayette according to the news release.
