South Dakota Finds New State CIO Within Its IT Agency

Mark Wixon will serve as the new commissioner of the Bureau of Information and Technology, after the recent departure of Madhu Gottumukkala, its now-former commissioner and chief information officer.

South Dakota has tapped tech exec Mark Wixon to lead state IT as its new commissioner of the Bureau of Information and Technology (BIT).

In South Dakota, the role of BIT commissioner encompasses both typical CIO duties and those of a chief digital officer. Former BIT Commissioner and CIO Madhu Gottumukkala’s final day with the state was May 16. During his time in the role, he prioritized data governance and improved operations, and left behind a culture that centered innovation to guide technology advances.

Wixon’s first day in the role was Thursday.

“My career in IT has been driven by the philosophy that innovative technology solutions can drive positive outcomes and enhance business performance,” the new commissioner said in a statement.

His IT career spans more than three decades. Most recently, Wixon has been serving as the director of agency application support with BIT. He has also served in various leadership roles at Black Hills Energy, including senior manager, IT security governance and risk management; director of IT governance; and director of business applications, per the state. He holds a Master of Business Administration from the University of South Dakota.

As Gov. Larry Rhoden emphasized in the announcement, citing the new CIO’s commitment to public service, Wixon has been a “valuable asset” to South Dakota since joining BIT in March 2024.

“I think that the next CIO will definitely inherit a strong foundation, and it’s up to them to build the future,” Gottumukkala said shortly before his exit.
